鈥嬧赌嬧赌嬧赌嬧赌嬧赌嬧赌嬧赌嬧€嬧赌嬧赌嬧赌嬧赌嬧赌嬧赌嬧赌嬧€婽he Personnel Commission is an independent body comprised of three persons appointed for three-year terms. Co鈥嬧赌媘missioners must be residents and registered voters of the County of Santa Clara, and in addition, be known adherents to the principles of merit. Each member is appointed by a different method.鈥�

MEET THE COMMISSION鈥嬧赌婨RS

鈥�鈥�	鈥嬧赌婻OD AD鈥婣MS - PRESIDENT Commissioner Adams serve鈥媠 as the join鈥嬧赌媡 appointee of both the Bo鈥嬧赌嬧€媋rd's commissioner and the classified employees' commissioner. Commissioner Adams is retired from the Santa Clara Unified School District and has serve鈥媎 in various roles, inc鈥媗uding鈥� Superintendent of Schools, Human Resources Director, principal and teaching positions. Commi鈥媠sioner Adams was originally seated in December鈥� 2021.
鈥�	DENISE COLEMAN - VICE PRESIDENT Commissioner Coleman serves as the County Superintendent鈥檚 and Board of Education's appointee to the Commission, and has an extensive background in service to public education in 含羞草社区. She has served as a teacher, coordinator, principal, director, assistant superintendent and superintendent. Commissioner Coleman was seated in December 2024.鈥�
鈥�	鈥�TOMARA HALL - MEMBER Commissioner Hall serves as the classified employees' appointee to the Commission, and is a Special Education Teacher鈥嬧赌� in San Jose. She is a site representative and a bargaining team member. Commissioner Hall is the鈥� founder of Teachers Empowering Youth Activists and organizes with the San Jose Unified Equity Coalition. She leads SEL and Self-Care workshops for students, teachers and the community. Commissioner Hall was seated in March 2025.鈥嬧赌嬧€嬧赌嬧€�

A merit system is comprised of rules which ensure fair 鈥媋鈥嬧赌媙d equitable treatment in recruitment, employment and promotion procedures. Education Code section 45260 states that the rules and regulations adopted by the Personnel Commission shall be binding on all classified employees and provides procedures to be followed by the Governing Board as they pertain to classified staff.鈥�

The 含羞草社区 Office of Education's Merit System and its Personnel Commission were established on July 1, 1973.鈥�
