Local Criteria for the State Seal of Civic Engagement

​Steps for Stu​â¶Ä‹dent Completion


Step One: Review the local criteria outlined on the SCCOE website.student participation flyer_digital.jpg


Step Two: Assist your student in completing all required tasks, reflections, and activities needed to complete all five local criteria. Use the Local Criteria Rubric to determine your student’s success. You will be required to upload your student’s completed rubric when submitting their name to the County Office of Education.


Step Three: Once your student’s work is completed and you have verified that your student has met all five criteria for the State Seal of Civic Engagement, complete the SCCOE State Seal of Civic Engagement Student Completion Form. Submitting this form submits your student’s name to the º¬Ðß²ÝÉçÇø office of Education for our spring celebration of all students who have earned the State Seal of Civic Engagement.  All students submitted through this Google Form will be recognized at a County celebration and will receive a medal to wear at graduation.

Step Four:  Per the CDE, LEAs are to order the SSCE Insignia directly through the CDE using this link.

In 2022, the SCCOE organized the State Seal of Civic  Engagement for the SCCOE Special Programs Advisory  Committee to provide equitable and inclusive  opportunities for ALL students to earn the SSCE, especially those in the SCCOE Special Programs including the Alternative Education Department: Court and Community Schools, Opportunity Youth Academy, and the Special Education Department. â€‹

​Student Workbook​

The State Seal of Civic Engagement Toolkit ​provides an interactive format that guides understanding for implementation and additional resources to support​The State Seal of Civic Engagement Student Workbook guides students through the process of meeting all five criteria in order to complete the State Seal of Civic Engagement. Students can submit their completed workbook along with supporting documents to their district SSCE representative.​

As part of its commitment to support civic education and engagement, the º¬Ðß²ÝÉçÇø Office of Education is dedicated to empowering students to actively participate in civic life. Through programs and initiatives such as youth voting, mock trial, the State Seal of Civic Engagement, º¬Ðß²ÝÉçÇø Superior Court Law Day, National History Day, and many more, we aim to inspire and prepare young people to make meaningful contributions to their communities.

Our efforts focus on fostering civic literacy by providing professional development for educators, sharing best practices, and creating hands-on learning opportunities that enable students to explore civic participation. These experiences help students analyze, address, and solve complex issues that matter to them and their communities, cultivating a sense of agency and responsibility.

Research shows that robust civic learning extends beyond the classroom, contributing to increased academic achievement, greater student engagement, and reduced dropout rates. High-quality civic education equips students with the knowledge and skills to act as informed voters, serve as responsible jurors, and engage thoughtfully in policy-making processes. By developing the ability to interpret and communicate ideas, negotiate, and collaborate, students are better prepared to positively impact democratic policies, practices, and the lives of those around them.

This commitment aligns with the Framework for California Public Schools, ensuring that by high school graduation, students are ready for college, careers, and civic life. Together, we strive to build a generation of active, informed, and engaged citizens who are ready to shape the future of our democracy.

Student Voice


Your voice matters—at any age! 

Get involved in civic engagement through programs like Mock Trial and take action on issues important to you. While you can officially begin earning the State Seal of Civic Engagement in 11th grade, you don’t have to wait to make a difference! You can lead a Civic Action Research Project at any time to address issues in your community. A great way to begin is by exploring the "What do I Care About" section of the Youth Voter Toolkit​, which helps you identify key issues and find ways to take action. You can also attend school board meetings, city council meetings, and other local events to stay informed and make your voice heard. Your engagement today helps shape the future!

Page Content: US flag Congress requires schools to celebrate the Constitution by holding an educational program on September 17 each year. Here are a few good places to locate material your district or school needs for Constitution Day:

Visit the American Bar Association​​ for lesson plans, interactive features and games, conversation starters and information on landmark Supreme Court cases.  â€‹

Online Resources

The Library of Congress website includes primary sources (the Constitution, Bill of Rights, etc) as well as links to American Memory and lesson plans. A good source for other sources is the Gwynedd-Mercy College library website. This page has links to many other sites including the National Archives, and Our Documents. Additionally, check out Congressional Quarterly's resources.

Lastly, three of my favorite places to find information about the constitution is the Center for Civic Education  (author and distributor of We the People: The Citizen and the Constitution material and We the People: Project Citizen), the Constitutional Right Foundation  (author of the annual Mock Trial competition), and the Campaign for the Civic Mission of Schools.

As you can see there are multiple opportunities to do something educational for Constitution Day this year.

According to the Federal Register: May 24, 2005 (Volume 70, Number 99): The Assistant Deputy Secretary for Innovation and Improvement announces that, pursuant to legislation passed by Congress, educational institutions receiving Federal funding are required to hold an educational program pertaining to the United States Constitution on September 17 of each year.  This notice implements this provision as it applies to educational  institutions receiving Federal funding from the Department.
