Program Description

Educator Preparation Programs suppports Special Education teachers credentialed before 2021 in meeting the new California Commision on Teacher Credentialing (CTC) standards through our fully online Education Specialist Bridge Authorization Program.

Conducted completely online, via an asynchronous model for maximum flexibility, this program helps educators transition from their existing special education credentials to the updated standards—enabling them to serve a broader range of student needs.

Educators who hold a full Preliminary or Clear Education Specialist Credential in Mild/Moderate Disabilities, Moderate/Severe Disabilities, or Early Childhood Special Education—including authorization for autism instruction or an equivalent—may apply for the program

The Preliminary Education Specialist Teaching Credential - Mild to Moderate Support Needs (MMSN) specialization prepares candidates to provide specially designed instruction, enabling students (TK-22) to access grade-level California Content Standards�ċ in the Least Restrictive Environment.

This specialization is designed to support students with Mild to Moderate Support Needs related to one or more of the following disabilities:�ċ

Emotional disturbance
Intellectual disability
Multiple disabilities
Orthopedic impairment
Other health impairment�ċ
Specific learning disability
Traumatic brain injury

The Education Specialist provide instruction and supports in one or more of the following domains:

Academics
Communication
Gross/fine motor
Social-Emotional
Behavioral
Learning environment access skills

�ċThe supports may also include health, movement, and sensory support. MMSN practices may include a lower student-to-educator ratio.

Program Highlights

This is a two-year internship-based program offering coursework 100% online. Eligible candidates work as paid interns in their second year.
Cohorts begin each semester in Spring, Summer or Fall.
First year focuses on coursework; second year, on coursework and internship.
Interns are assigned a program coach and a school district support provider.
Completion of the program results in a recommendation for a California Preliminary Teaching Credential

Required Coursework�ċ

The Preliminary Education Specialist Teaching Credential - MMSN coursework consists of courses that equip educators to serve students ages TK-22 with learning disabilities, autism, and similar needs to access Grade-Level California Content standards in the Least Restrictive Environment.

There are three cohort entry points into the program. Each of them as a specific course sequence recommended and linked to it.

We want to emphasize the importance of taking your courses in the sequence designed by the program, because this sequence has been carefully developed to ensure your success and readiness as an educator.

MMSN - Course Sequence Fall Cohort (August to December)
MMSN - Course Sequence Spring Cohort (January to May)
MMSN - Course Sequence �ċSummer Advance Cohort (May to August)

Internship with a school district is required during the second year of the program.

Internship Eligibility Requirements:

Subject Matter Competency: Met through degree, CSET subtests, or coursework.
Core Coursework: Completion of TC 402, TC 404, TC 406, and TC 407.
Cardiopulmonary Resuscitation (CPR) Certification*: Valid Infant, Child, and Adult CPR certification.
U.S. Constitution: Verified via course or exam on transcripts.
CTC Certificate of Clearance: Fingerprint clearance required by CTC.

An Internship Eligibility Letter will be issued upon fulfilling all the above requirements, enabling candidates to apply for a teaching position.

Once you obtain a teaching position, you'll need:

Verification of Employment (VOE): Signed letter from your school district confirming full-time teaching in the appropriate specialization classroom.

We will then process and submit the candidate's paperwork to the Credential Services Department to facilitate the issuance of an Intern Credential.

To become eligible for this program, you must have the following:

Bachelor’s degree or higher from a regionally accredited university (or certified US equivalency for foreign degrees)
Subject Matter Competency�ċ (pass CSET or demonstrate course equivalency)
US Constitution Exam passing score

*Note: As of June 29, 2024, Governor Newsom signed Senate Bill 153, which includes a provision that allows a candidate’s bachelor's degree to meet the Basic Skills Requirements (BSR) for most credentials. This means that the CBEST is no longer required for our program.

�ċ Earn an Education Specialist Teaching Credential in 12 Months or Less!

The Education Specialist Accelerated Pathway - Mild Moderate Support Needs (MMSN) is designed for the  experienced teacher with a Multiple Subject or Single Subject Credential seeking to add a Mild to Moderate Support Needs (MMSN) Education Specialist Credential to their educational portfolio. Teachers with special education credentials in other areas of specialization are welcome to apply as well.

The pathway prepares candidates to provide specially designed instruction that enable students ages TK-22 to access grade-level California Content Standards�ċ in the Least Restrictive Environment. Our program is built around a framework of High Leverage Practices (HLP) in Special Education and for Inclusive Classrooms.

This specialization authorizes the holder to conduct educational assessments related to students’ access to the academic curriculum and progress towards meeting instructional goals, as well as to provide instruction, and special education support to students with mild to moderate support needs related to one or more of the following disabilities:

The Preliminary Education Specialist Teaching Credential - MMSN coursework consists of courses that equip educators to serve students ages TK-22 with learning disabilities, autism, and similar needs to access grade-level California Content Standards in the Least Restrictive Environment.

There are three cohort entry points into the program. Each of them as a specific course sequence recommended and linked to it.

Special Education Accelerated Pathway - MM�ċSN - Fall Cohort (August to December)
Special Education Accelerated Pathway - MMSN - Spring Cohort (January to May)
Special Education Accelerated Pathway - MMSN - Summer Advanced Cohort (May to August)

The Education Specialist Accelerated Pathway - Extensive Support Needs (ESN) is designed for the  experienced teacher with a Multiple Subject or �ċSingle Subject Credential seeking to add an Extensive Support Needs (ESN) Education Specialist Credential to their educational portfolio. Teachers with special education credentials in other areas of specialization are welcome to apply as well.

This �ċspecialization prepares candidates to provide specially designed instruction that enable students (TK�ċ-22) to access grade-level California Content Standards in the Least Restrictive Environment. �ċ This support is specifically designed for students with Extensive Support Needs related to one or more of the following disabilities�ċ:

Deafness/blindness

The Teacher Induction Program with the Educator Preparation Programs (EPP) Department is designed to empower educators through a comprehensive approach grounded in three core dimensions:

Scholarship: Involves the collection, analysis, and utilization of data to enhance performance.
Theory: Encompasses foundational principles of leadership, including organizational culture, communities of professional learning, systems thinking, and adult learning theory.
Practice: Focuses on the application of learned knowledge and skills in the field.

Teaching Credential Areas Supported

The SCCOE EPP Teacher Induction Program supports all preliminary multiple-subject, single-subject, and education specialist teachers in obtaining their professional clear teaching credential.

Tuition & Other Costs

$75 Application Fee
$4,500 tuition per year (for 2-year program).
$3,000 tuition per year (for 2-year program) for school districts providing their own coach.
$6,000 tuition for Early Completion Option (eligibility restrictions apply).
Additional costs may include books, California Commission on Teacher Credentialing (CTC)�ċ fees, and other service charges.

Ask your school or school district Human Resources Specialist if they will pay for your Teacher Induction Program.

Candidates must have a preliminary credential in order to be eligible to apply for the Induction Program.

Applications are accepted and reviewed on a rolling basis.

Internship with a school district is required during the second year of the program.

Internship Eligibility Requirements:

Subject Matter Competency: Met through degree, CSET subtests, or coursework.
Core Coursework: Completion of TC 402, TC 404, TC 406, and TC 407.
Cardiopulmonary Resuscitation (CPR) Certification*: Valid Infant, Child, and Adult CPR certification.
U.S. Constitution: Verified via course or exam on transcripts.
CTC Certificate of Clearance: Fingerprint clearance required by CTC.

An Internship Eligibility Letter will be issued upon fulfilling all the above requirements, enabling candidates to apply for a teaching position.

Once you obtain a teaching position, you'll need:

Verification of Employment (VOE): Signed letter from your school district confirming full-time teaching in the appropriate specialization classroom.

We will then process and submit the candidate's paperwork to the Credential Services Department to facilitate the issuance of an Intern Credential.
